Athens foi chamada nos anos 1980 de a "capital do College Rock", a cidade é o berço de bandas como R.E.M., B-52's, Pylon, The Dbs, Love Tractor e mais recentemente o coletivo musical Elephant 6: Of Montreal, Olivia Tremor Control, Elf Power etc
Elf Power, surgiu no início dos anos 90 e surgiu de projeto caseiro de Andrew Rieger, vocalista, letrista e multi-instrumentista, e de sua futura esposa, Laura Carter, tecladista/multi-instrumentista. Lançaram o álbum Vainly Clutching At Phantom Limbs em 1993 e após a entrada de Bryan Helium
