História
Phoebe tem um estranho passado, e também uma vida incomum. Seu pai, Frank Buffay saiu de casa quando ela era jovem, e a pessoa quem ela considerava mãe se suicidou. Phoebe e sua irmã gêmea Ursula (personagem de Lisa em Mad About You) passaram a ser criadas pelo padrasto, que acabou preso.
